Recycling and appropriate disposal of waste is key to sustainability but such processes can often generate noise. The environmental benefit of recycling has to be balanced against the potential noise disturbance caused by these processes, some of which are required to operate 24 hours a day and 7 days a week.
Noise Assessment and Permitting
Site specific requirements may be found in the relevant Minerals and Waste Local Plan, where typically it is required that development avoids unacceptable adverse impacts on the amenity of existing occupiers of any land or property, including from noise and vibration.
Where industrial processes take place or if there is an existing / required Environment Agency Permit, it is likely that a noise assessment will be needed following the guidance in British Standard (BS) 4142:2014 +A1:2019 “Methods for rating and assessing industrial and commercial sound”.

Noise impacts should be considered for both the construction and operational phases of a development. This might include demolition and / or site restoration such as infilling, processing of infill material and landscaping works.

What are the noise limits for an Environment Agency permit?
Permits rarely set specific noise limits but will require sites to ‘not cause pollution’ or to ‘avoid unacceptable noise pollution’.
